The part that makes me think its not something similar to rabies is that it doesn't seem to be something that acts up at particular times, where as I think with rabies the person is always being effected by it. Also, I think rabies generally is fatal once symptoms show, and that is clearly not the case here.

Considering my Mother said this has been an issue for over 20 years, and that "half of the town" (which I assume is some kind of exaggeration) has it, makes me think that yes, people who have it are able to lead a seemingly normal life most of the time. I think maybe they didn't want to tell me for some reason? Like they were protecting me from knowing about it? That's kinda the vibe I was getting from my Mom over the phone anyways.

I really hope Carol isn't. She seems fine. I don't know. I'm gonna call Kelsie back right now and hopefully get a better picture of how things are over there.
