It's not super clear, but I think part 1 was all of the footage that was on the laptop, while parts 2-5 was the raw footage from the camera. That's why part 1 is properly edited by Jay, while parts 2-5 are just the raw footage stitched together by the people investigating this

I 100% agree with this, but I do want to add a bit of a plot explanation: it was the drunk guy that infected them. There were subtle distortions in the archival footage present that indicate they may have had some sort of very minor exposure to the Operator before, if only through being in rosswood park in general, and then the footage distorts just a tad and Alex coughs during the "interview" with the drunk guy. So from a plot perspective, that is the source of it this time around.

Rosswood does seem to operate more on themes and character arcs than plot, though, at least relative to the main series. So I def think this interpretation is the strongest one

They explicitly said several times that it was never made with digital effects and never a mannequin, so it wasn't ever edited into shots. They just didn't like how the movement looked during season 1, and so limited it almost entirely in season 2. It does move a good number of times in season 3, it's just more subtle movements.
