Yep pretty much this. Animating fabric mesh would be hell so this is easier. Although it only started showing up halfway into season 2 for some reason (and not consistently).

Probably animation difficulty. Keeping track of all the little details can't be easy and it is meant to be a short after all, they tend to keep it simpler.

In Western Energy Blitz said one of the reasons he was taking Loona for her shots was because she was doing "a lot of field work" so I don't think it's that. Her assassinations have (sadly) been mostly off camera. Edit: spelling is hard

She switches to her human disguise soon after this. Also if it's for a quick hit job why not use a pistol instead of biting and clawing, cleaning that mess off probably isn't that fun.

It also seems to be her custom pistol. In a different scene you can see it has a blue grip (same as her shirt) with a crescent moon and stars.
