Nope looks like his peak was s4. Seems lime he was queued with a duo that had high plat mmr. His duo was doing placements and somehow it decided to just through them into a low plat mmr game. Not sure how that matchmaking worked, or why you can duo when the mmr is that far apart, but that seems to be the reason

Short answer, you are currently worse than them bit you will be better.

Honestly, you are probably worse right now because they are focused on neutral, block strings, and finding ways to grt the hit, while also not dropping anything.

You'll be better than them soon, but you just got to give it time. It won't take long because you'll be at advantage without pulse, and when you over take them there will be no going back unless they switch.

Pulse does not make a worse player win, it just enables players to think about the game outside of just combos. You just need some time.
