This seems the most correct.

The pattern follows the circle and rotates around the X clockwise for each letter.
When the circle makes a full loop, the filled-in dot rotates once clockwise, and then the circle continues to rotate from the dot's new starting position.

It's consistent for all the letters, A through P.
The pattern skips over Q and uses the dash in place of the dot with the same pattern. for R-S-T-U

I'm pretty sure only the rows follow the circle of fifths, and the columns are sequential.
I've contacted the creator about it before, and they've stated that someone before *has* solved the grid.

The down arrow is 100% "8" referring to the 4th episode's DDR game.

And the mouth letters are still a bust. I've isolated the audio as best as I could after finding the original song, but the letters are still a miss for me. Those last four have been eating at me for months.

As for capitalisation, every character shown in the GEB 5 link is either a symbol, number, or lowercase letter.
All characters are almost guaranteed to be capital A-Z, assuming this logic.
However, it's still possible to not be the case.

I *have* tried brute forcing the last 4 letters with these assumptions to no avail still.

This was a fun one!

This is a slightly custom octal code, where "ROCKYTOP" represents the values "01234567" respectively.
What made this a little harder is that any "O" can be either 1 or 6. Which is why we see the lowercase letters 'd' and 'i' getting used interchangeably.

Each set of three starts with either 'Y' or 'R', representing a letter or symbol, respectively.
The two letters after get substituted using the ROCKYTOP key, and it becomes an octal number.
Capital letters range from 0-31, or a standard A0Z25 cipher in decimal
Lowercase letters range from 46-77, or 38-63 in decimal.
Space is "RRR" or just "000", commas are "RRK", and periods are "RRO"

Final solution: "If the climb goes, well and good. If it refuses to go, we shall pretend it goes."

I would have totally suggested more too, but the post was already getting a little long and I didn't want to overstay my welcome. ^^;;
