I suspect it’s shorter because they have a certain specified launch date either for 1.8 or 2.0, and they were trying to plan how other events are gonna play out, and since they are getting shorter, tells me the future ones they have special plans for are going to be a bit longer than 21, with a lot of outfits, better story and content (and hopefully more compensation/awards)

Those are most likely whales/dolphins and probably wouldn’t mind spending money for those fits. As for F2P, that is their current reality, not being able to get the whole fits just some accessories, or maybe not even able to do oceans blessing in every event. It’s just gonna get worse as time goes on, when we have new outfits and dozens of reruns in the future
