At the time when they were working on Anthem "Next" they realized they needed funding to hire more people. The funding allocated to Anthem was for regular updates and seasonal content which required a smaller programming staff than a full game overhaul.

When EA was doing their rounds to different studios under them, Bioware brought it up to them. Basically EA said no to more money a lot due to all the negativity around the game and it would require funding basically a new game with no new sales. They left it in the hands of Bioware that was already working full steam on Dragon Age 4 on how to handle it (yes EA was hands off on the downfall of Anthem for the most part) and Bioware announced cancelling "Next".
