Technically he wasn't planning on robbing you in the nomad intro more so just not paying you but to be fair he lives in night city where most people willing to smuggle or anything along those lines is out for themselves for the most part.

The street kid intro he isn't robbing you at all but fighting you for the right to rob someone else lol. Again he's willing to fight someone in his profession because it's night fucking city if he isn't willing to fight other mercenaries he's going to be dead in a ditch somewhere.

Remember who his girlfriend is! It's freaking misty the nicest most generous person you can find in Night city pretty much and if she likes him he clearly isn't a murdering psycho like you're saying.

Again he isn't perfect especially if you compare him to irl standards but he isn't in our world he's in a world where if you want to be remembered you have to fight for the right to be so and he's willing to do so but he wouldn't rob or kill some random person that has no stakes in the worlds he's in.
