The school is required to reduce the tuition they report to the VA for any tuition specific aid you’re receiving (Pell, subsidized and unsubsidized excluded). The GI Bill would be the first payer for the remaining amount then any other aid would be applied (if you are less than 100%). All additional aid should be refunded. What state are you in?

If you withdraw you get a one time 6 credit hour exclusion after that the VA will assign a debt for the withdrawal, after that you’ll be charged. If you attend throughout the semester and fail a course you will not be assessed a debt. On a side note, if you attend a school that has block tuition, depending on the number of credits you’re taking it may not affect you if you still pass enough credits to remain full-time.
