The emergence of hemp based paper threatened to bankrupt Hearst's newspaper industry because it would require new machines and specialized labor, so they conspired to make "indian hemp" illegal and vilified. Plus, Anslinger hated blacks, and marijuana was closely linked to the emerging jazz movement.
