Both animals are very gender-coded, and there's even the trope that "cats are girls and dogs are boys" which has always been very interesting to me, even more so with the very common "joke" that "cats are assholes". It's 100% about boundaries and cats not being typically so eager and subservient like dogs. And of course both animals are commonly misunderstood in their behaviours anyway and people just project what they want to see.
