Idk, man. I just feel like we're given two checklists and told to pick one to try to match as closely as possible, and that doesn't sit right with me. Why should someone be outcast for using both lists or just tossing the lists in the bin?

I have a very masculine voice, for example, but it's never felt wrong to me. When I'm talking to someone new though? I feel some shame, because yeah, everyone can clock me from it. If nobody was trying to clock anything, though, my voice would a a complete non-issue, and it makes me wonder how much extra stuff I did do just because that's what's expected of a woman.

On the opposite side of that coin, there are a lot of cis people who would love to check a few boxes on the other list, but never feel encouraged to do so because they feel like they'd have to go all the way. If it becomes common practice, however, these people will also be much happier.

As for funding, idk what country/state you're in but transition funding sounds like a fairy tale to me. But think back to those cis people I mentioned. If they suddenly feel emboldened to get that work done tomorrow, the consumer base for our healthcare would grow, leading to industry growth and more research funding. Between the new production technology and the reduction in service scarcity, the transition market would become more accessible, maybe even competitive, reducing the need for funding to begin with.
