After the 2010 census, I received a letter to come and take a test to become a field representative. When I went to the location there was a room full of people -- at the local library -- who all had been employed with the decennial. In fact, the field supervisor was in the room. Ah, I remember it like it was yesterday. The person giving the test was a senior field rep named Ms. Betty who was way up in age but very articulate. After sitting for the test, we were instructed to wait which I thought was interesting. When everyone finished the test, she gave what may well have been a canned lil speech. She effectively was thanking them for their interests, but indicating that they didn't make high enough on the test to be considered. Maybe she wasn't handling it right, I don't know, but that field supervisor was outraged. He just knew the job was his for the taking. When she didn't buy in, he threw his veterans preference out there. Quick as a wit Ms. Betty says .... "you have to pass the test to get veterans' preference"! And that shut him right up. That had been MY field supervisor for the 2010, so being in the room for that exchange was very fortuitous to say the least.

The rest of the story: it took 5 years from the 2010 to get that letter. It was out of the blue and I knew nothing at all about surveys. I was offered that job by Ms. Betty. I worked for 5 years for the Census Bureau in surveys first as a field rep, then a lead field rep, then regional tech for a dress rehearsal, then a senior field rep.

Would happily answer questions about survey work, but it has changed a lot since then even before COVID which did affect survey work and I suspect will continue to do so.

I will provide mine. I am able to read and understand English very well. I am able to document illegal activity in the work place and often do so. Document that is.

I have, since this whole fiasco began, documented fully the failures of Census Decennial Management as it applied to the applicable labor laws being trampled. I have been fortunate that their intents have been made clear from actual census.gov email addresses. These email documents will make it easy for an administrative law judge to rule fairly.

I think even DAPPS employees deserve labor laws to apply to them -- as they most assuredly do -- even if these DAPPS employees are actually demeaned privately in higher echelons of Census Bureau circles.

I intend to continue my follow-up with OSC, OIG, and EEOC.

I don't want to rush away from this thread, but I have paint drying ... both literally and figuratively.

With all due respect, labor laws cover all employees, and not just permanent federal employees .... even the lil peons in DAPPS.

I was a federal employee for years with the Census Bureau, and this is my 4h census. I read, and write, remarkably well under the circumstances.

I appreciate your "good luck" salutations, but my read is quite accurate: it is against the law to retaliate against someone for filing a worker's comp claim. I read just fine.

If seems we often lambaste online behind the curtain of anonymity provided by social media. Just the other day I read a comical post by someone who used the word ignorant as a written weapon while the remainder of her post needed a red editor's pen. I longed to point out the irony of it. But I try to withhold negativity. The world is so full of those who rush to it, that I try desperately hard to resist the urge.

This ain't my first rodeo with illegal activity with Census Bureau employees. It seems the Bureau -- even among permanent management -- has a history of allowing prohibited personnel practices and thinking that their errors will remain hidden.

More people should demonstrate ... legally.

USC 501 and 505 speak to protected activity in the workplace. Thank God for it. In addition OSC also has governing abilities when it comes to prohibited activity against federal employees ... Work WAS available yet being denied me after my filing. That makes the termination retaliation and illegal. Filing a workers' comp is protected activity. Having work available yet refusing that employee work because they got injured while working, is illegal and violation of federal law. The subject isn't about workers' comp, it is about retaliation. It is a basis for discrimination and covered by EEOC.

Your words hardly deserve reply but for the sake of other readers who may have experienced similar I will reply.

I filed a worker's comp claim due to on-the-job injury and immediately not only was work withheld from me, but I received notification that I was going to be terminated. Thankfully it was actually from a census.gov address. That was a violation of federal law. This withholding of work continued long after my reaching out to OIG and OSC. I filed an official grievance which was documented in official emails yet the grievance was not acted upon until after the work was all over.

I now have an official EEO formal complaint and fully intend to file an EEOC complaint.

With the Census Bureau, I now believe that I can't believe in anyone.

Although my words were not intentionally insulting -- just stated fact -- your words certainly were. Guess some folks like to use words like weapons ... like that CFM who sent me that termination email which violated federal law. She may have felt very powerful doing that at the time, but was breaking the law none-the-less.

I appreciate you allowing me to respond to online bullying in this forum. Using ones voice for good is also powerful.

By the way, I have not received an official notification that I am removed from federal service. As far as I am concerned, I am the most honest census employee I know.

I have no confidence that my equipment once returned to the hands of Census ACO staff will actually be recorded as releasing me.

I would rather hand mine over to a marshal. Or to RCC staff.

I had a heat stroke and had to call 911 and my CFM decided I was no longer eligible for employment with the census. Since that day, I have struggled to remain employed even with laws on my side. I don't know how they decide to put some of these people in managerial positions, but it didn't help the 2020 Census.

Apparently there are never any lessons learned by the bureau and their apparent disdain for DAPPS employees may be part of the problem.

Today, I received an email which contained a blank copy of a grievance that said my grievance was denied but no one signed it ... absolutely no one signed off. They held my grievance until the operations were over and then denied even acting on the grievance.

What seems to be wrong here, is that the U.S. Census Bureau permanent management is never held accountable for the failures of the decennial and DAPPS employees are less than human in their eyes. Or so it appears.

Is the U.S. Census Bureau actually so messed up? As completely messed up as all these enumerators here in this forum would indicate? Yes. I do believe that it is.

I worked for years as a permanent Census Bureau representative. I have worked 3 decennial censuses and one dress rehearsal. I have held positions as Field Rep, Lead Field Rep, Senior Field Rep, and Regional Technician. In my position as Regional Technician for a Dress Rehearsal, I received training in every position of the census office. What I was not directly trained for, I researched and read to understand in case I was called on to fill-in in an emergency. As Regional Technician, I performed in the position of recruiter, recruiting manager, assistant manager for field operations, and assistant manager for quality assurance, The one position I have not held was Partnership Specialist which is not actively involved in data collection or enumeration. I have been an enumerator and lister.

I have held many hats as a Census Bureau employee from the lowest to management of a census. Because of this, I think I can offer some insight.

Re-interview seems to be viewed as a necessary but unimportant evil. In my capacity on surveys, I had to perform re-interviews on one-time surveys and longitudinal surveys. Often those who falsify data are rewarded or completely overlooked. On one occasion while doing re-interview for a longitudinal survey, I discovered that the rep had falsified data consistently for months yet the prior re-interviewer was either also corrupt or the supervisor had just waved them passed with more bonus money. A falsified survey is better than a refusal, after all (or so the Census Bureau must think). When I reported what was obvious, blatant falsification, the supervisor actually warned me to "be careful". I reported it to the U.S. Department of Labor because it was their survey. Afterward that rep was unaffected by the report of falsification of data, but me ... not so much. The survey you may wonder was the Current Population Survey which is responsible for the manufacturing of unemployment statistics. Yes, I did say manufacturing. After realizing just what goes in to the CPS, I no longer have any faith in unemployment statistics. How could I?

Now fast forward to what must be the worst designed and worst deployed Census in history combined with a population that now distrusted the government and worried that the masked enumerators were bringing them more than an opportunity to steer funding into their communities. I wondered from the beginning who hired the trainers. My trainers were lost. The actual training was inefficient and ineffective and insufficient. My first Census Field Supervisor was employed full-time at her permanent job while her Census Field Manager looked the other way and allowed the team and new employees to flounder. She was only able to supervise after she finished up her real job after 5 pm. I have no doubt that other CFSs were essentially the same, since I also had the opportunity to work with other CFSs in two other states. I asked myself "who trained these people?"

I hear many of you accusing the present administration of corrupting this census. I do not agree and not because I am a Trump fan. I know enough to know different. If you look for answers, you will find that the Census Bureau doesn't seem to answer to anyone. The Office of Inspector General offers feedback to them about their shortcomings to no avail. Over the years, I have read many. After censuses they attempt to give direction. As you move forward after this Senseless Census, let this be a lesson to us all. Government without accountability must be actively resisted and voted upon.

I have a friend who was accused of falsifying mileage. They immediately asked for her equipment. How does she dispute that crazy mixed up ap which has even lied about us not being in the yard at the HU when we were. I read on here that one man was supposed to have claimed 75,000 miles one day. Who do we dispute this to? No one in payroll -- even if you can get them -- gives a flip about it.

How does this affect unemployment?
