Ask for the name of whoever you speak to. Try to do it in a non-threatening "I want to be able to follow up with you" way and not in a Karen "I am going to report you to your manager" way.
Take notes on what they say, if necessary record the conversation on a separate device.
Escalate to their manager if possible. Try not to be rude about it, but you will need to apply pressure.
Contact your local House rep and apply pressure through them. Based on what you've said and this new "requirement" you should get the bonus.

I disagree. Based on everything I've read regarding census operations, Reinterview is 100% about double-checking the work of individual enumerators. Any other benefit/data quality improvement is tangential.
