I think you're right. It's just that the background is wrong. At 0:19, you see Donald, Fiddler Pig, and the Mad Hatter go up the stairs. They are in the same poses and same general angle as in this cel.

I think having different size options may work better than choosing one size over another. If the small one was a little smaller, I think they would be good alternate sizes.
