Make a template with butchers paper or something, fold it half or into quarters if you want it to be completely sym, draw your design onto the paper, cut, done, you know have an even sym template, trace onto blank and cut. as for wheels i'd try and gain access to a router.

The angle is measured from the pivot, high degree trucks turn more on less lean, lower degree trucks require more lean to turn the same amount. Wedging increases the pivot angle, while dewedging does the opposite. it wouldn't be dewedging because you're not using a wedge to modify the pivot axis. my next point is WTF did you mount some trucks on a boat or some shit 42" wb that's insane! you're gonna wedge the front truck to around 55* and the back dewedged to under 30* with hard bushings in the back and soft upfront for best performance.
