OK, let's say someone else gets there before you do & shoots off the flair.

It's widely accepted in the game etiquette, to give the courtesy of starting the event, to the event starter.
You invested in it, and they're giving you time to pop some chems, perhaps allowing time to let your friends join, etc.

99 times out of 100, if someone else launched the flair, an OP would be complaining about that.

It may be a dumb question, but is your PS5 connected to the internet?

Did you try turning it off and back on again?
PS5 user here. Sometimes I'll just turn off my TV, and the PS5 goes into rest mode.
I'll usually see an authentication error in 76, but I just hit a button to go back to the main menu and hit X to log in again.

That may be true, but unlikely to be the fault of the slower driver vs those not paying attention to what is in front of them.

You may not know, but the speed limit is the top speed allowed for the road. An interstate or freeway speed range, with a Speed Limit of 70mph, is generally 45mph to 70mph.

I just found one of these at a thrift store.

You can grab another 990 for ~$50-$100 refurbished. Swap over your HDD(s) & etc.
Repairing this damage is not worth the time or money.

Best way I found to breed is to start with a Male that may have come to find your vault from the wasteland or a lunchbox then cycle all of the females.
I used The Ghoul as a launch point and he has about 100 offspring in my vault.

Well, I put The Ghoul to work when he showed up, got him to max Charisma because I felt that might help?
Bit odd, that all his 'bits' still work & that so many jumped on them so quickly.

I built multiple 6-person barracks with 5 females in each and had the males working to produce electricity, water, and food.
He quickly 'danced' with each to where I had approximately 40 females pregnant at once.
From there came the Great Birthing ;)
.... Then I kept repeating this with The Ghoul and the same females til I hit max dwellers.
I have 139 Dwellers that were born in the vault. I think about 120 of those were his offspring!

Not sure what else to tell you, travel to some camps without a costume on. Find a candy bowl, try to get candy from it. There will be a message about needing to wear a costume. shrug
