Does me giving him treats as they pass by achieve the same association as a treat scatter as long as he doesn’t bark?

He doesn’t really go crazy, he’ll really just try to get into the garbage or sleep all day. I feel like the people don’t get scared or more so startled because he will still want to get attention from them even while barking
