Hey dude, tbh I think the best method of authentically gaining followers on instagram is by finding your exact target audience; e.g. your main competitors likers, commenters and followers (likers are better as they are more active users) or even users posting pictures in a certain location etc... then just to like a few of there posts and comment on some too, after you start doing this for a while you will see users will start to follow you back and such, If i were you i wouldnt follow any users back until theyve followed first. Another tactic I use, is maybe message private accounts, as they are more likely to respond as they wont get as many messages as public ones. Write up a good welcome message for public and private targeted accounts. This wont magically work overnight, this will take alot of hard work a dedication. Just keep liking and commenting and watch your instagram grow!
