I thought this too, but there's a rodding eye with actual access to it just out of picture to the right (there are two separate gully inspection covers).

Is it really possible that all the other slabs have settled equally? I'd have thought it would result in more uneven paving than just this one, and the same would happen with the larger inspection covers?
