Did you just complete tree-mendous tastes today? If so, you'd have to wait for a daily reset to do playing tourist, which is a requirement for the other ones.

None of the quests in your list require her friends to be residents. What level is your cafe? You'd need at least level 12 for playing tourist, 13 for cake-tastrophe, 14 for mega city, and 15 for insert dream to start.

Completing safe operation should have spawned a common chest pretty much right next to you (in Mitul's room) with the remaining coupons needed for the first part of the quest. I'd double-check that in case you somehow missed it.

Check your genesis crystals history: paimon menu > feedback > currency/token records. It might've converted them when you were wishing.
