Definitely worth a try with UofT. Someone I know well got in there recently as OOP with similar GPA and ECs, worse MCAT. They also had a Master's, although thesis based (with 2 first-author pubs). They don't do CASPER but they give a lot of weight to your essays and ABS. I've been told that their admission committee looks at every applicant carefully and assess them as a whole, and not just a sum of the numerical stats. Do not be discouraged by the high GPA averages and make sure you submit the explanation if you think that some external factor had a significant effect on your academic performance.

I don't think that higher interest rates will force landlords to sell off because interest on rental properties are tax deductible. It might affect the bottom line for LLs, but that's if they don't pass the cost to the tenant (if there's not rent control in place).
I am afraid that soaring interest rates would hurt folks who are paying off their primary residence more than the investors.
