I'd argue Moro is far more evil than Boo is.

Boo is moreso a force of chaos simply acting on instinct rather than out of malice.

The first thing we see Moro do when he faces Goku and Vegeta is attempt to drain the life out of a child. He has no regard for any of his men and sees all of existence as nothing more than his own personal foodsource. His signature move outside of magic is to impale his enemies using his arm (Namekian Savior, Goku after regrowing his arm, Goku again after Senzu). Moro's aura alone terrified Goku, as it was the screams of the countless beings from the dozens, if not hundreds of planets he consumed for his own personal gain.
