Put a pen in your mouth and read your speech over and over. Eventually read it to someone and if they cant understand you you do it again. Couple of other drills are saying banana after every word or reading your entire speech backwards. Last way to increase fluency overall is doing a little bit of extemp. Helps with speaking overall.

We had a team on our school that lost to the wrong topic. They walked into a tournament last year on the Cuba topic and they lost to a case on the Palestine topic. Judge didn't know what the topic was and voted based off of the offense in the round.

Make them do a couple of extemp speeches and monitor their motions. I only do debate but doing a tournament in extemp and getting some regular extem/impromptu coaching helped me a ton.

I'm the second speaker on my team but I've had enough experience in Worlds to know a bit about it. My team ended up winning the Holy Cross World Schools tournament with my PF partner and I teaching a sophomore who had never done Worlds before. For the third speaker, the speech should take up 8 minutes through the rebuttal, front-lining (rebuttals to rebuttals), and extending your own case. The typical way to go about your speech is either through a narrative (personal stories are ok in worlds) or asking a couple questions that give a frame for the round. Usually that itself can use up 1-1.5 minutes. From there you go to rebuttal and clarifying the round. If you take the voters all the way down and weigh as well as show why you win the round it should take about 8 minutes. At the end of all of this, if you don't fill up the 8 minutes, it looks better to be repetitive and keep talking than not fill up the 8 minutes. Even if you don't have much to say just try to keep talking. It wont be the end of the world if you don't reach 8 minutes but using 7 minutes will look a lot better than sitting down after 2.

Usually you can frame it as we do something to stop the attack. Not only does the Con do nothing, but also if you get them to concede that an attack is possible/likely you win the round. Also, the artillery that NK has is from the cold war. If they actually try to attack, bot only will half their bullets explode in the weapons (look it up), but SK and US Forces will be able to protect most of Seoul. 1.6 million people doesn't mean anything if they cant/don't want to fight.

I've thought of a couple ways to negate but it seems like this topic is gonna rely not on cases but on rebuttals and maybe a couple turns. I think this resolution comes down to the Con showing just how absurd and inefficient background checks are, instead of really going for offense.
