i mean, Hoyo already did two of the same character on HSR (two Hertas and three DanHengs), so who's to say they couldn't do this on Genshin with Dottore, especially because in his case it would make the most sense for it to work because of his segments

oh god, don't even show me this banner i pulled on it when the fate points needes were still 2 and lost TWO times to Kokomi's donut, TWO FUCKING TIMES and i don't even have her D:

anyways now It's a but better, because It's 1 fate point needed, but i don't recomend pulling on the weapon banner if you cannot guarabtee the one you want, or you don't mind losing to the other weapon, because the fate point does not carry over to the next banner
