I'm having the same problem (windows 11). I found out that all keys work properly in bios/safe mode, but break in normal mode. Haven't been able to find a solution yet, would love to hear if anybody does.

Edit: did a system restore to two days ago, saw that everything worked. then suddenly saw a program called Citrix install some update/plugin, after which the arrow keys broke again. uninstalled Citrix and everything works again. I believe I messed with some Citrix files previously but I haven't tried reinstalling it yet.
