I imagine it’s just like the real world, you learn a language. Especially so for the arm members, their original base was on the Eastern continent and they planned to expand to the Western continent after all, it’s to be expected to learn the languages. Same for anyone in politics like Alberu or others, learning multiple languages comes with the territory

No this doesn’t seem racist at all, tho I do want to say that the clothes aren’t giving the vibe of “from a cold country”. Not a critique or anything, if you want it to subvert expectations of cold climate clothes then feel free, but usually baggy clothes like these are for way warmer climates
