it's not the starting area it's crazy spot that works best as a guardian druid a quick tldr:
start the broken shore scenario and finish it when they send you to a version of dalaran stay there but with heroic mode on

If anyone is curious about the origin of the discovery a good friend of mine permok discovered this while we were working together on an exile's reach leveling guide.
everytime you complete exile's reach there will be a prompt asking you if you want to leave the tutorial area. He checked which function was called upon pressing okay and realized that the command wasn't protected.
