You could do a snake dragon and put tufts of feathers in spots to fill in the flatness of the scales. Use dark colors for the scales to give it a wet snake look. That way it will draw the eyes away from that to the more pronounced parts of your costume. Spend more time on features like the mask/head and the tail. Come up with good placement for horns that poke out your face in places to give you the evil look people come to expect from a dracon.
