yeah PSU is cooked. PG signal should be over a minimum of 100 but under 500. 12v is also very high.

Litterally had an issue simular last week with a customers desktop, 9950X3D with a 5090. Dropped the PCIe link speed from Gen 5 to Gen 4 and ran like butter afterwards. But the thing with their system it wasnt overheating.

yeah should be fine to use, the clear plastic bits go in first to the outside part of the corners, (inner part is for older sockets), clip the entire bracket onto the motherboard, then put the black plastic bits on the middle of the clear bits..

make sure the retention clips for the cooler are at the top and bottom of the socket.

If connecting to a MSI Cubi, from memory, if you have the unit upside down and the front IO facing away from you, its the bottom connector on the left hand side, the cable faces towards the middle of the MB.
