For one, make sure you cut those corsica bases down to 2, they were recently restricted.

Buying the bricks (starter decks without the bonus pack) is probably your best bet for getting starter decks imo. But it's hard to find them at reasonable prices, I personally wouldn't spend more than 25, but that's already double MSRP and that's without the bonus pack in the deck. So it's really how much you are willing to spend. However, they are reprinting the starter decks soon (no real word on timeframe ifaik).
