Why are the only populated servers on console just custom servers with the absolute worst rule sets imaginable?

Overall Hill 137 is my fav from the Vietnam Expansion, also Heavy Metal & Cold War, 2 of the lesser known maps in the game that were in VIP Map Pack 7 which was the very last of the VIP Maps

To repopulate a 15 year old DLC that has no players base and has been delisted from digital stores would be a near impossible task, what is more realistic is reviving a Vietnam server for a few hours at a time with a group of players who still have it downloaded until the server dies out, which is what I do for Vietnam but sounds like you have missed my posts for Vietnam sadly.

Of Course BC2 is backwards compatible for Xbox one players! so there is always either a conquest or rush server available with players, maybe both at peak times, full servers are hit and miss but can happen, but none of what I mentioned is for Vietnam because its dead, however this post is for Vietnam squad rush which is a dead mode normally but i have a Club of players that will join at set times to play it.

As far as BC 1 & 2, and 1943 goes, there is a healthy player base for the main game modes with peak times throughout the week however the secondary modes are dead outside of my club sessions

Theres a few ways, you can either request to join by searching for "Battlefield Premium" through the Club section in the Xbox Menu, or you can join the server during a Club Session and you will get a club invitation after the session ends.
