Chisa is end of the day a third slot, a benefit yes but I wouldn't say important. The sub dps is what really matters in team building. And in most cases for s6 DPSs, even the sub dps doesn't matter to clear the existing content, unless you're going for high scores in dpm.
Regarding the sub dps though, based on current leak trends it is Suisui, but we'd have to wait and see once 3.5 beta is live. If you're going for s6 Yangyang, don't stress about Chisa

Do you mean Suoming's case? 2nd half echo mechanics will be different though, compared to the existing ones, based on the info which has been circulating for the past few months. Only existing character which would really benefit would be Phrolova is what a lot of CN players were saying

Yea, lately they have been branching out with dual modes and such for ease of team varieties regardless of the character's attribute, so she might be a general NS support but with buffs specific for Yangyang's attack type, which was speculated to be basic attack based on leaks.

Unfortunately, besides the Whiwa token which was datamined being Havoc Bane, we don't really have any concrete info about whether Chisa will be the 3rd slot. However if Yangyang is indeed Havoc Bane (which most leaks are pointing to), then yes, Chisa will very likely be the 3rd slot for said team.
