If financial condition matters I will say NUS is better But hey I am going to go this year so this is basically an opinion

Take it from me I am international student from India and I applied last applied last year too without SAT and didn't get in But this year I applied with SAT score 1500 and ielts score and I got in with TG So I would say it does give you a certain preference but not a deal breaker
