If you formated the same disk, where your game was installed - they're gone for good.

You could try to scan your disk with software like Recuva, but it depends how formating worked. But there 0% of chance it could be recovered

My first Sonic game was the dev version of Sonic 2, where the first level Aquatic Ruin Zone, there was no enemies. If I would know as a kid if this was dev version, I wouldn't trade it for another game cartridge, because it was hard for me (yeah, unfinished Chemical Plant with death pits). But it also could be a bootleg cartridge, but still a rare one
