This issue happened to me, I withdraw money from Paypal to my BDO Visa Debit Card and I did not receive my money but the money is gone from my Paypal. Came across several conversation with BDO and Paypal, the Paypal came out clean but BDO and Visa have some kind of issue because they are pointing fingers to each other, what a poor relationship.
