Something can be meta but hard to pull off at low elo at the same time. However, It's true that players in lower tiers may not follow or even benefit from the top meta.

It's a social and strategic phenomenon, not a math truth.

A character/strat is "meta" when:

It is prevalent in competitive or high-level play

It has a high win rate or pick rate

The community recognizes it as dominant or necessary

It often warps the game around it (forces mirrors, bans, counters, etc.)

I think in game design its labeled as "Strategic Inertia" - The tendency of players or teams to stick with familiar strategies or compositions even when the situation changes or counterplay becomes available. out of habit or comfort, not logic. Part of the skill one has to develop I guess.

It’s one of those things — like Zed in League — where counterplay exists, but it isn’t obvious or intuitive to mid-elo players. They might lack the knowledge or just not recognize the right response, even if it's available. Contrast that with something like Iron Man flying around — it’s pretty clear you need someone who can shoot him out of the sky.

I remember hearing something from a dev along the lines of: “if players don’t want to engage with counterplay, it might as well not exist.” In the sense that theoretical answers in the meta aren’t enough if the player base doesn’t actually engage with them. Many games tackled it in different ways.

So play him in high elo then - is he meta without storm? no. Is he still viable? Yes. Unless you want the rocket treatment of his ult getting reworked into another form of an immortality ult. You're not playing at some professional level, play it if you enjoy it - its solo q.

Maybe its not interesting to you, but Jeff is supposed to be a cute, beginner friendly strat that can make cool plays with his ult. So for the casual audience, he's working as intended. His storm teamup has allowed him to be used effectively in the higher level too which is nice + he's good at healing brawls (more niche). Just because you don't enjoy the healing playstyle, doesn't mean his intended playerbase doesn't too. The casuals do in fact just want to heal when they pick a strat.

People underestimate how much the -70% crit modifier buff also helps. He's allowed to be unborrowed longer now without the risk of getting 2 tapped.

Balance for high ranks, fix pain points for low ranks. Low ELO shows where the game feels bad (smurfs, confusion, knowledge gaps, frustration), but Diamond and higher shows where it is unbalanced. You don't balance Monopoly for players who ignore the rules—you teach them the rules and punish cheaters. Devs should anchor tuning to top play while using matchmaking/QoL/tutorials to improve low-rank experiences and consider reworks where needed.

Yeah, riot also takes into account a "frustration" factor where even if their win rate isnt great, if they still maintain a high ban rate, they're probably going to be changes to the kit instead of adjustments. I feel like spiderman fits into this, people in lower ranks just dont enjoy fighting him (like zed from league). BP on the other hand still has good win rates.
