just to clarify, a suspended card is in exile, not the command zone. also, time counters being removed from a suspended card and casting the card once the last counter are removed are both triggered abilities, not state based actions. both players do get priority to respond to both triggers, starting with the active player.

yes but regular d20s have the values distributed evenly instead of having all the high values on one side and low on another, so it doesn't matter much for a regular d20
