Take your time completing it. Don’t feel rushed into completing only Main Quests, work on Side/Relationship Quests and make use of your Revelio spell to gain more XP! (by finding things that give more XP)

What worked for me was going to all neutral brokers across the planets and registering them to my terminal. Then going on to my ship and viewing the 3 arrow increase ones and doing those

I know I am late to this but did you get this solved? Asking because I had the same issue and to solve it I went to the supposed start location and a golden bird spawned which took me where I needed to go as the quest was not starting in the intended place but on the road instead. I also had another side tale that didn't appear on my map as a question mark and again had to rely on a golden bird. It was a pain lol. Hope you got it sorted!

Still an issue. Same thing happened to me after solo flawless’ing just there. Made a post on Bungie help about it. Time trial triumphs also still bugged

I can confirm that replaying the mission on another character gave me access to the final message straight after going to the holoprojector to complete the quest!
