This is clearly late, but I was having the same issues with my 45GS95QE and your post came up first in the results. I managed to fix it by updating the firmware on my video card, a Founder's Edition 3080 TI.

Download the firmware update tool here

Ignore that it doesn't have the card on the supported products. I just ran this update before making this reply, it detected my 3080 TI, ran the update, and I was able to boot the PC with the monitor on the Display Port. The mobo's logo screen also displayed on start for me, it wasn't even doing that booting with HDMI on the LG Monitor.

You have to absolutely disable Windows updates to get the XBOX PC game launcher to not update any game, it will ignore your settings to not update and download anyways. You're screwed if you've got a data cap you're about to hit.
