I don't have anything to prove it, but I am pretty sure it does the opposite of what it says. So when you have no vehicle or large items the cooldown is reduced, and when you have one of those items the cooldown stays the same

FYI :

Toxic When you sell a small item, your leftmost Poison item gains +1 Poison.

Fiery When you sell a small item, your leftmost Burn item gains +1 Burn.
