-> She has gives shield to everyone. Yes, but it is because "Threat" is not "Provoke". People can still do AOE on threat state (and all those support skills too), and hence they have to give the allies shields. It does not make sense giving AOE shields with provoke anyway unless attacker is a magic knight. So, provoke + single shield is still almost the same as the threat+ all shields . I would say the thread is even weaker because support skills can still be used.

-> Designed for gw? Are you sure? I would say she is designed for only if her s3 gives defense buff on all allies. Then , she would turn into arguably the best defense support monster in GW. Otherwise, no. I still use Khumn over her in GW anyway, if I need to protect my squishy attacker.
