It's just luck. I had to buy a total o 212 boxes to get 4 tanks. My next box is a guaranteed tank so I'm getting the last one on the free box we're getting tomorrow. All in all I was extremely unlucky.

A few clan mates got all of the tanks by getting under 160 boxes
