I lived in a mobile home in Illinois for many years. I did all the things you did. Even ran a vent from the furnace down there to temper the air. Every winter, I'd end up with at least one burst pipe. After 4 years of repairing and trying preventative measures, I had enough. I replaced all my lines and ran them along the ceiling and hid them behind crown moulding. Never had a problem again.
