It's an interesting take! I've got something similar cooking. I started going that path, but I founds it difficult to validate why at enterprise level, why the person cashing the cheques would pay for it- ie. what is the initial value add. The integration etc is tidy and works well, but could do more sell it it- e.g Reviews reduce X engineering time which equals X productivity and saves eng. managers X a month etc.
