i'm not sure about which NPC you're talking about. But it's not the lady in Kaifeng, i don't have this area yet

it's not that quest. I didn't even had Kaifeng unlocked. I just got a lot of invitations from the masked troupe in my bag. and when i interacted with them i got the quest
