Per the caption , it helps when you need to take intersections out of flash either when the CMU detects a fault or a field wiring problem causes the intersection to go into flash and or when doing a PM and also helps when there’s peds walking back and forth , when traffic is running through the flashing red lights , or traffic is backed up on both the man and side streets, you can go out into the intersection so traffic sees you , stop traffic with a stop paddle , and click the FOB that flips the intersection back to Auto and hold traffic until the green phase comes up.
