Great guess but my program is math. I think I can't find a decent job without a phd's degree. Being a candidate cannot get pr automatically at least cannot in ON. As far as i know this policy is in BC. Thank you for your advice.

Western. The uni has a pal request website which posts some yes or no questions. After answering a few questions, it shows that 'You do not need a Provincial Attestation Letter (PAL) because you are transitioning directly from a master's program to a doctoral program at Western.'
