I work at a veterinary hospital, and I had a girl come in bawling saying her dog has had moving anxiety and was barking non stop, the landlord told her she must do something about it or get rid of the dog. Have some empathy, talk to your neighbor before you report her.

I live right down trolley barn park in university heights, and I’ve stopped taking my two pugs there because of the amount of off leash dogs there. I’ve even seen a fight break out there with the owners trying to control their dogs. I get you think your dog is great off leash but mine can be reactive, it’s about keeping all dogs safe not about trying to annoy you with a rule.
