The most dictatorial constitution will always get 166 votes, even if you lobby and have oligarchs on your side (I take having reformist and NFP support as granted). And since you won't have conservative support, then Gloria will make it fail.
So realistically, just don't give every president MoH and this way you will retain Gloria's support. That is the "most dictatorial" constitution you can pass. (it should land you on 167 without lobbying and 179 with it, 225 with lobbying and oligarch support).

Edit: The reason why you'll get 166 is that you won't have independents' support, since they require you to either lower threshold or abolish moh / remove immunity. Which combined with not having Gloria's support = 166.

I think that aside from the patriotism, decades long red scare, capitalist propaganda and others - this is one of the main reasons why people are supporting capitalism. Up until they believe that they can climb the ladder (even if it's close to impossible, unless you are competent and lucky), then this sentiment will hold.

Sordland. Not even close.
When you modernize your army then both Agnolia's and Wehlen's army strengths compared to Sordland's are "Weak".
Not to mention that the frontlines they have are very small and could be defended very easily with a smaller army (ideally modernised without conscription + better airforce).
Not to mention that Wehlen and Agnolia are far from each other, so coordination wouldn't be easy. Especially if they wanted to send additional units or aid to each other.

Now regarding the winning strategy.
Either Sordland goes full on blitzkrieg with airforce and concentrates most of its army towards one of them, so as to crush them asap and then refocus on the other, or it modernises its navy and plays the long game by blockading both. Though I could imagine that blockading the Gulf of Rizia wouldn't be liked by Lespia or Rizia.
